Background EPWP Phase 2
The EPWP Unit in the Department of Public Works organised a strategic overview of the first section of the EPWP which was introduced to the Cabinet in June 2008.
This overview was to be based on opinions of the first segment of the programme and made a wide variety of key guidelines for the 2nd section of the programme to make a bigger scale and have an impact on the 2nd phase.

While the EPWP performed its goal of one million work possibilities one year in advance, some constraints of expansion have been recognised. These covered the constrained authority of the Department of Public Works to demand contributions employing provinces and municipalities.
The lack of incentives in provinces and municipalities to maximize their employment advent efforts, lack of capability amongst positive public bodies, and inadequate political mobilization in some areas. Improved mechanisms have been required to make warfare unemployment precedence for all spheres of government.
